Unfortunately, I do not follow the results of all contests in order to know which names can be offered and which cannot. There are situations when the CH does not need the com domain, but the name is very suitable for him despite the fact that this name once won the SH contest. I believe that if the domain is free, then we can and should offer such a name if it corresponds to the brief of the contest holder.
